Climate change has transformed from an environmental concern to a multidimensional policy challenge with social, economic and political consequences. Rising sea levels, coastal erosion, extreme weather events and ecosystem degradation are progressively undermining livelihoods and habitability, especially in vulnerable coastal areas and island chains (IPCC, 2022). As a result, a growing number of people are being forced to leave their homes, something that is commonly known as climate-induced displacement or climate migration. This phenomenon shows that current environmental governance and policy instruments have weaknesses and that there are gaps in the protection of human rights.
