It puts forward a model in which local preparedness and territorial resilience become a connecting layer between military deterrence and a broader comprehensive defence system.The article discusses Ethnofylaki as a possible institutional mechanism through which selected local capacities can be organised, trained, and placed under clear state authority without creating parallel armed structures.
